The North American Numbering Plan assigns area code 917 to the five boroughs of New York City: The Bronx, Brooklyn, Manhattan, Queens, and Staten Island. It's an overlay code for all numbering plan areas (NPAs) in the city, and it was designed to serve cellular, pager, and voicemail applications in the city, a restriction that the Federal Communications Commission (FCC) later declared unconstitutional while grandfathering that usage in New York City. To alleviate the particularly acute shortage of numbers in Manhattan, area code 917 is also issued to landlines.

The History of 917 Area Code

The original area code for all of New York City's boroughs was 212, established with the North American Numbering Plan in 1947. The numbering plan area (NPA) was separated in 1984, with Brooklyn, Queens, and Staten Island being split into a separate numbering plan region with area code 718, leaving just Manhattan and The Bronx with area code 212.

The New York Telephone Company requested that the New York Public Service Commission issue a new area code (917) to all cellphones and pagers in Manhattan, as well as all telephone lines in The Bronx, to alleviate number shortages in Manhattan, but the proposal was refused.

Instead, numbering plan region 212 was restricted to Manhattan in 1992, with the exception of Marble Hill, which was merged with the Bronx into 718. The extra area code 917 was assigned to all boroughs in an overlay scheme.

The North American Numbering Plan's first overlay area code, 917, was introduced on February 4, 1992. All smartphones in New York City were moved to 917 when it was formed, freeing up phone numbers for extra landlines.
